PC/CR will educate on vulnerabilities of KPs and promote healthy behaviors for KPs and vuln. pops in communities. PC/CR tackles gender and behavioral norms that create inequalities, risky behaviors, stigma and discrimination. Post will carry out a Sexual Health and Youth workshop for PCVs and host country partners. PCVs and partners will replicate the workshop sessions in their respective rural communities and utilize small grant funds to carry out activities that raise awareness and promote prevention. This strategy is based on the programmatic goals of PC’ HIV response and aligned with data showing significant gaps the country has in terms of sexual health in youth which is linked to risky behaviors. The methodology used will empower youth (males and females) to take responsibility for the decisions affecting their health and sexuality. Volunteers will use community grants to support their local interventions. Post will reach 1,000 vulnerable youth in the reporting period. PC’ approach to development advances country ownership of PEPFAR program by placing Volunteers in local Government and NG organizations for assignments that are time-limited and designed from the onset to build community capacity to sustain projects. PC integrates HIV programming in a variety of technical sectors in order to reach populations that are not reached by other USG partners, mainly in rural areas of countries. Volunteers work with local health workers to strengthen their capacity to provide adequate prevention education, counseling and testing services, and dignified care and treatment.

Due to OGAC COP Guidance, PC includes this IM for the first time even though similar activities have been implemented and tracked in prior years; so, this is why there is a pipeline and burn rate.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
